Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been stabilised. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The chain of contrasting events captured the grim essence of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are released from multiple capitals. Considerable effort is devoted on restraining particular approaches. By night, Russian leadership brutally reminds the world that, for them, war remains the key method for achieving "settlement".
After-Dark Attacks
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is able to track rocket firings from across the border, a capacity provided through up-to-date information. From observation points, military aircraft that had been scrambled to engage hostile guided weapons flew past – sophisticated military planes provided to Ukraine by Western partners.
Soon thereafter, Kyiv's air-defence systems engaged: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through Western nations. Every deployment jolts you unexpectedly, shaking the windows. The brief panic quickly gives way to grim resignation: perhaps the incoming missile won't cause damage this time, preventing destruction from devastation and further power outages.
Ongoing Risks
Soon after, a heavy machine gun opened up on a aerial vehicle somewhere nearby, part of a rapid response unit – almost certainly Western-made equipment. Sadly, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.
With pauses, this carried on until dawn. Kyiv greeted the early updates: several casualties, devastation and heating outages in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – living the war. But those entire period demonstrated Ukraine's essential dependence on international aid – a dependence that neighboring countries are evidently unprepared to substitute in the short term.
Failed Diplomacy
The detailed framework from American leadership provoked deep reactions, discussion and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new initiative from Washington follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This trend will, no doubt, continue.
Political Considerations
It is tempting to accuse specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a premise well known to international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is unfeasible to force Russia to relinquish the territory that it presently holds in Ukraine's south or east.
The issue is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through statements or actions, from believing that the status quo will not shift further in its benefit in the coming year.
Divergent Views
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding people and territory but averting a entire defensive failure until situations evolve in its advantage.
Current Realities
Factually, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their focus does not switch to domestic problems. And although their task will now be significantly challenging after latest incidents, it remains quite doubtful that this will change their overall approach.
These two forces are guiding negotiations.
Summary and Prospects
It took a mere seven days to kill the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, recent disclosures, all did their job.
While new plans based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
